In continuation of War Office letter of the

10th January 1902, Hong Kong 8/133, on the subject of the exchange of military lands, Hong Kong; I am directed by the Secretary of State for War to acquaint you, for the information of Mr. Secretary Chamberlain, that under date 21st December 1901, the General Officer Commanding reports that the proposal for No.3 exchange was made in the first instance by the Acting Colonial

Secretary, and that sites at High West were finally

suggested as the exchange to relieve the Colony of a

cash payment of £7,000 which was asked for the site

for married quarters close to Mount Austin.

He proceeds to say: -

"Everything was settled except the areas to "be exchanged, for which surveys had to be made "by me, there being, no proper surveys in the "possession of the Colonial Government. I was "therefore rather surprised that the Colonial "Government withdrew from this arrangement "without assigning any reason whatever."
